out that the laws and regulations of the South African Colonies governing the immigration are liable to constant amendment which, unless this were provided for in the Hongkong enactment, would involve corresponding amendments in it from time to time.

I have for these reasons accepted the advice of the Attorney-General that the most convenient and simplest course was to throw upon the Transvaal Emigration Agent, who is for the purposes of South African Emigration also Emigration Officer of this Port, the obligation of satisfying himself, before a special licence for the transport of indentured Chinese Emigrants to South Africa is granted by this Government, that the Master of the vessel for which a licence is required has complied with the regulations respecting such transport which have been made under sanction of the Legislatures of the South African Colonies and are in force.

I have accordingly the honour to submit for the signification of His Majesty's pleasure Ordinance No. 13 of 1904 entitled "An Ordinance to amend the Chinese Immigration Ordinance, 1889" with the usual Report by the Attorney-General thereon.
